Precinct 2 voter registration rolls and poll books require physical access
The Precinct 2 registration rolls, poll books, and returns for the 1949 and 1951 municipal elections in Avon Park are critical genealogical and historical resources. Because Avon Park was strictly segregated, Precinct 2 served the Black population exclusively. Its voter rolls therefore constitute a comprehensive, separately filed list of Black citizens engaged in civic life during that era.
These records are not available online. A search of the Florida Memory Project and the State Archives of Florida confirms that while Reconstruction-era voting records for parent counties exist, the mid-twentieth-century municipal election records for Avon Park do not. Furthermore, the Florida Division of Elections online archive dates only to 1978.[soe-highlands-2026]
To recover these records, physical access or direct requests to local authorities are required. The records are held either by the Highlands County Supervisor of Elections in Sebring or within the municipal election files and minute books maintained by the Avon Park City Clerk.
